The Conduit is in the Citadel which is the home of the Catalyst which was thought to be the Citadel and the Catalyst was thought to be the trigger for the Crucible.

And the Crucible was thought to be a weapon against the Reapers who were apparently created by the Catalyst who having been using the Reapers all along, who also used the Conduit to get to the Citadel.

And the Cipher only helps explain half of this.
